The Great Smog

Towering coal chimneys crowd the skyline of {0}, striking testaments to the city's industrial power. What is also undeniable, however, is the thick plumes of black smoke belching from the mouths of the same stacks. Often the smog lingers, and together with the abundance of domestic fires and factory furnaces of this age, the citizens find themselves living in an ashen pall for days, coughing and choking. Respiratory illnesses and even some deaths are being blamed on the smog. How should you respond?
