The Descendant of Kings?

A filthy, wretched man has come to your empire, claiming to be a descendant of one of the ancient rulers of {0}. Without fear, in front of your whole court, he boldly tells you that his people are owed great restitution for the grave offenses you carried out against his ancestors. However, he is willing to forgo this redress on condition you fulfill a divine prophecy and let him lead {0}. He promises that fulfilling the prophecy will see riches come to the city. Deny him, and he promises to bring war or famine to your empire. What is your choice?
